why isn't there an exit strategy for investors/public of a stock the SEC knows they are going to shut down



Geez....there is. It is called your own two eyes. EDGAR filings are public for a reason - so investors can read them and the information contained within to perform their own Due Diligence and determine if a stock is a worthwhile investment.

And part of that DD is seeing that NEWC has not met its legal filing obligations for over 2 years. The SEC has plenty of public information on their website which states that will lead to a suspension and eventual revocation, and investors will lose 100% of their money.

The SEC is not going to hold anyone's hand. The information is all there for investors to see. They need to do the last 5% of the work themselves and take responsibility for their own money.

Investors (especially penny stock "investors") need to educate themselves and understand how the process works. Otherwise they are just asking to lose their money.
