The safety checks are to make sure there aren't dangerous side effects, along with what the drug is supposed to do. So they would only make sure there aren't a lot more of those cardiovascular events happening with those on the drug. My guess is that they get a list of all the reported events ans side effects and specifically look to see if any are 10% higher (or whatever number they are looking for) in the group taking the drug vs taking the placebo that would be a red flag.
