This is a typical same-vendor comparison, selling on Amazon with free Prime shipping vs their own website with shipping. $8.99 on Amazon vs $10.49 direct from the vendor.
Some vendors have free shipping with a total purchase of $125 or more, making their website cheaper than their offering on Amazon if you need a lot of something from that one vendor.
If I were not an Amazon Prime Member I'd have to buy $49 to get free shipping. But this is a lower minimum than at most retailer's websites and you could combine the items from many vendors in that order to get free shipping.
