For those without public sector experience, this is the policy mandate "hook" that DoD could have requested in the report for consideration in the recommendation list. By publicly announcing this, the recommendation effectively clears a path for DoD to enter into negotiations with DOMESTIC suppliers. IMHO.

I also suspect the language was carefully worded to include the likes of Niocorp situation into full consideration.

I maintain the DoD and the US Government is miles ahead of the market here in its thinking, and soon action on scandium.
