If you are talking about College football - the SEC is more like the NCAA as they can impose sanctions such as the death penalty - suspending the stock and sending it to the greys - if the company is a SEC filer they can revoke the ticker.

The Enforcement Division of the SEC works closely with the Justice Department and State law enforcement agencies to bring criminal charges.

The SEC isn't a toothless heel hound as you presented. They don't have the staff to suspend all of the OTCM scams - just the most egregious.
