First if you read that article you would know that The 10 Core i9 7900 has a 140W TDP. And yes you are pushing the system to the limit above 4GHZ on all cores. That Core processor has better process technology than GF. 2nd It's already been suggested today that Threadripper is going to have around a 180W TDP. On the plus side it will overclock as badly as Ryzen. Because it is two Ryzens duct taped together. I think you are going to be pretty much limited to liquid cooling on that and Ryzen is going to be very hot. I also expect Intel's 18 core processor to run pretty hot too. The 18 core Xeon gold comes in at 165W TDP and I think that is a reasonable model to follow.
