I've used TD Ameritrade and Schwab for years with no problems. However, I don't think I've ever scrutinized the cash as closely as you've mentioned. I know that all of my open Buy Limit Orders do affect the amount of "available" cash shown. But I believe they note that as available for withdrawal.
