Another possibility is urban testing in 24/7 programs. The 2013 NHTSA Intensive DWI Supervision Urban Area Feasibility Study has great information. You posted a few years ago that drug patches had a market share equal to other testing methods in Cass County (which the study defines as an urban county). Will patches carry more important market shares in cities than what they have now?
Utah, Iowa and Arizona approving statewide legislation this year. Hopefully more states will follow over the next 12 months. There are county pilot tests popping up rapidly all over the country, as the news report is from a Southeast county - not from the six frontier, rural states currently operating. Numbers in South Dakota should be out by Monday, which I will post. A.G.'s use power points of that state's success when suggesting this type of program.
