There was a reason for the low interest rates and Dodd Frank. It allowed the banks to rebuild their train wrecks of a balance sheet. BAC and C were both in virtual BK. Everyone passed the latest stress test with flying colors this week.

The Feds will let them raise the dividend now and or do share buybacks.
