SEC requires 8K filings for material events/changes and legitimate companies file an 8K with their PR within 4 days - http://www.investopedia.com/terms/1/8-k.asp

PR's a quite common for OTC P&D companies as are r/s, financing deals, stock buy backs etc, etc. Can scroll back and see some past "declarations" via PR's that never materialized or showed up at SEC and believe i even outlined a few in one of my OPXS Dirt posts. Not to mention and as of 9/21/16, OPXS was up to 7 promotional campaigns after their last form D filing - r/s etc which was listed over on OTCToday website (formally pumps&dumps) http://investorshub.advfn.com/boards/read_msg.aspx?message_id=125303402

Additionally, OPXS has been using the same excuse that does not apply because there have been other companies that have managed to soar through the cutbacks and you can scroll back to locate posts about this subject - posted about one OPXS penny stock competitor that was trading over $100. a year or so ago but this was a legit company that did not contract P&D stock promoters right out of the gate to bring their stock price down either!

2009 >> OPXS PPS was trading around .50-.30 range. After the P&D promotions, PPS was around .04-.05 and heading down so they clearly had no intentions of serving the investors with that form D filing back then either.lol
