PHOT is trading unsolicited. MMs can publish quotes, but they must have actual orders--unsolicited orders from the public--in order to do so.

Why OTCMarkets allowed that, I don't know, and I do think it was OTCMarkets' decision. They compiled a FAQ about it years ago. Why they occasionally make exceptions to that policy is beyond me:

At least one other dicey pot stock also trades unsolicited: HEMP. But HEMP has never been suspended.
