Ok, so looking at current shares held by financial groups as of 5/19/2017 on Fintel.

Shabby 11.4 million
Salkind Gene 6.1 million
Black Rock Inc 5.8 million
CVI 5.8 million
Paterson Scott 3.1 million
Vanguard 3.1 million
BlackRock Fund 3 million
BlackRock Insititutional Trust 1.8 million

We're looking at 46.1 million shares locked up of the float. Not counting all the holdings below one million shares. I think the number was almost 50% institutional ownership.

When this keeps increasing the float becomes thin and it becomes harder to buy big chunks which will keep pushing up the price when more institutions wants in. Nothing like an institution buying up 10 million shares, it can do wonders for the stock. I think Cytr have about 130 million float currently, and about 50% of that is locked away in strong hands.

Assuming SCLC data is good we should see some more large volume days with more financial groups buying in and holding will get us above 1 dollar with no issues. It's all on the big money and whether or not they will pick up shares in big blocks.
