They can.

Why can't the author be notified of a pending deletion at the initial time of the deletion

But that would be passing the responsibility of understanding and following the rules that everyone agreed to abide by when they signed up to post here onto mods and admins.

Many times it occurs within the 15 minute time table and could be corrected etc

But most of the times, it wouldn't be. Making it a frustrating waste of time and effort.

You can lead a horse to water. But you can't make him get down on one knee and do an Al Jolson impression!
