If jack comes out with a pr stating that the land purchase transaction has been completed & any permit applications sent, then I think it will boost investor confidence & bode well for the pps.

If all he has to go on is the land, well, it ain't going to move much. Investors have been waiting months ever since the Trinity partnership was formed to see action on the permits. You don't retain these entities without planning to get some work out of them beforehand. So in my opinion, they worked in conjunction with the prior landowner to get these applications filled. Imo, they will be submitted upon land closure. Regarding the timeline, I think it's business days not calendar days.
