May I add a second sentence?

"Employees of the federal government and members of congress shall henceforth be covered by the same medical plan everyone else has, and their pension shall be social security only." I assume that, just like everyone else, they will pay for their own insurance.


I would also like to propose that, in the event of a balanced budget not being passed by July 1, all salary payments to members of congress be withheld until such time as a balanced budget is passed. No salary shall be paid to congress or the president in any year in which federal expenditures exceed federal tax income.
