"18 US Title Code 1001" prohibits the making of a false statement in any matter within the jurisdiction of the executive, legislative, or judicial branch of the Government of the United States.
Bozo's press releases aren't covered by that rule, which you initially described as the "material effects clause in trading rules", a clause that doesn't exist.
