I think there was a gap of several years between drilling at SBE and the establishment of the Monument. For JB to imply that it was what stopped him ("dead in our tracks"), is ridiculous. The results were dismal, the funding ran out....and then the Monument was established. Stick a fork in it.

And then, fast-forward 17 years later, use it as a diversion from the failure to interest anybody in Hay Mountain.
