It isn't an exchange. Most stocks on the OTC Market aren't even registered with the US Securities and Exchange Commission. Most don't even file anything with the SEC. What is shown on the OTC Market website as a 8K or a 10Q likes like an SEC document. Since it wasn't filed with the SEC the SEC doesn't even know it exists.

For the period ending March 31, revenues were a tad over 5 thousand bucks. Expenses in the form of SG&A (not itemized) amounted to 18 million bucks.

In the past six months the share price has declined, for good reason, from 10 cents to 2 cents.

A so called uplisting on what amounts to a fantasy stock market is irrelevant.
