No, you have no clue what you're talking about.

The 200 billion is accurate, and isn't unheard of for scam otc companies.

A/S often are reduced at the same rate as the O/S during R/S to give the illusion of a low float/tight share structure play.

It's a scam. They've produced absolutely 0 except debt and dilution. And they want to do it again.
