Agreed, it is good news. Re-emphasizing gr8's second point: look at what her responsibilities will be.... "marketing strategy and commercialization". I am not sure how much it says about their confidence. Clearly, if they know the results are good, they would proceed to hire a marketing COO. But, arguably, if they are still completely clueless to result, it would still make sense to hire the new COO. I guess the only thing we can confidently say is that they haven't heard anything bad because then this hire would not make sense at all.

Another thing to point out about this hiring: VBLT is preempting future struggles. People assume Ph3 approval means instant money. But that is not always true (see SGYP). If there is no immediate buyout after Ph3 approval, this stock could sink because of a lack of commercial strategy (or a terrible commercial strategy). Bring this new COO in shows that these guys (and their board - Rachel Humphrey?) are doing everything they can to ensure a successful company.
