Why is this thing still shown as OTCQB at OTC Markets?

It has been well under a penny for over 3 months now. $.002 is a long way from the $20 it was 2 years ago when Cox took over.

Has anybody asked OTC if they have granted FUTL an exception?

I have no humble opinions, but I do have opinions and those are what I express in my posts. BUT...I have been wrong before and likely will be wrong again so do your own research and don't blame me if you are too lazy to do so.
