I have always picked up the phone and called first. Some will tell you over the phone. Some may have a policy where they need the request in writing. Some will tell you they can't tell you that info if the ta is gagged. Start by a phone call. I one time called the ta for the share structure. They asked me for my phone number so someone would get back to me, and I ended up getting a call from the ceo of the company.
