It is a Ponzi Scheme, they front loaded it to control the purse strings, now they borrow money/bonds, and pay themselves. They have to continue to sell bonds to pay the interest. One day it will run out.

Who do you think they bought them tired worn out wells from? You know they claimed to use bond money to rework them, but the bond money went into building a dope shop. They did not have two nickels before borrowing the money. That is the scam
