The low volume means that the peeps are not buying either.

The market makers as part of their job hold an inventory of the stock and buy and sell to/from it.

If anyone wanted to buy, the market makers would take the other side of the transaction and sell to them. The "true longs" can hold their shares as tightly as they want--it would not eliminate trading IF there were buyers among the public.
