I'm not surprised at all. Peter would love nothing more than to dilute the power of all of us shareholders who are really upset with his performance. This way, he will be able to maintain his control without so much threat to his being kicked out. I think I mentioned it before, but I honestly believe PN sees this as a great thing for him to be able to dilute the shares of his naysayers.
