I have no economic incentive to be here, i.e., no position, but I am curious as to what the scam is.

Condominiums are a huge vehicle for money laundering from other countries. But the Hseuh's have been in the US for a long time. Probably US citizens. There children are even more likely so. They probably have no incentive to pull money out of China to launder here. I doubt this is legit but I'm not sure how the money laundering thing is going to occur, if it does.
