There are 2 entities involved here. This paragraph affirms that it is settled and the MM WILL be implemented... Affirmative! Most likely a government agency.

The second half of this paragraph displays acceptance of a new policy. Yet for the sake of the other entity (taxi Moto drivers) want the price lowered.
