With this share structure, we could see .03 quick upon resistance break and close. Just need volume. I like how this chart look though. The way that price is trading sloping down gives me a good idea of a base and price waiting to launch, bears being cautious. Where as the opposite if price were trading sloping upward, bulls are cautiously moving up and that would be a telling sign of possible drop. Patterns like this are common with liquid securities, but am not sure how effective it is with penny stocks.
