Kiwa is not currently constructing any manufacturing facility in Shandong for future fertilizer production. If you go back each quarter for like the last few years you will see similar liability labeled "construction cost payable". I believe this is part of the asset/liabilities about to be "wiped" from the balance sheet...
My understanding based on their PR is Kiwa is about to buy a facility in the next month or so.
