"I guess he wants to beg," Linn said when asked what Elio wanted to discuss. "He's got this grandiose plan but his SEC filings tell the truth.

"We're turning up the heat. He's probably coming with a bucket of ice trying to put out a bonfire."

Linn, who voted in favor of the Elio plan, now has second thoughts. He said in retrospect parish officials agreed to a one-sided contract with the private companies that gave them too much power over who would come to the plant.

Parish Administrator Woody Wilson is refusing comment.
