I was just going through the 10K and on the final page before all of the signatures, under "10. Subsequent Events" I found a little golden nugget, I think:

On March 28, 2017, Powerdyne International Inc. entered into a fifteen year contract to lease power generating equipment. The lease is subject to financing.

Soooo I'm assuming that they're just awaiting financing and then we'll have a 15 year lease agreement to look forward to!
