Not always. Besides, there is very low confidence that these guys will come through, and, what the price will be.
The stock was trading at 0.35 recently, which was a 1-year high. Despite all the bad news. Despite a very bad sector. The reason why it came down to 0.20 is because they were expected to file in April. And, because the phone is dead in the US. So anyone who gives them a call is a potential seller...
That said, this whole issue about a buy-out is just my imagination
There are zero facts to support this.
