I can't either, but the guy on the phone said there's no other explanation and that he's seen this type of thing from sub-penny stocks in the past. These types of companies are weird and operate a lot differently than those on the big boards. The SEC has too many bigger fish to fry than to worry about companies like these with very low volume that don't affect nearly as many people - at least that's my theory.
