Lookup congress voice votes on youtube. You'll find examples where the speaker calls for a voice vote, and then deems that the QUIETER voices won the vote! Absurdity and illegality rule in DC. In some of those examples it's just horrible how blatant the corruption is. The speaker (not any particular individual but the position) has been known to pull that little trick sometimes, which is obviously an affront to democracy itself.
