Easy. Bribes work. In this case it's called foreign aid to Pakistan. What do we get out of it? Help in the war against the terrorists. That's the quid pro quo IMHO. A US outfit like CCTC has to beg for crumbs from the DOE table. That's the way it is. Sad but true IMO.
