Yes it is normal. What else is normal is to have shareholders vote between a choice of experienced individuals.
It isn't normal to have someone suckered into a scam so bad that a guy without a clue ends up in the drivers seat.

It's also normal to inform the shareholders publically about company direction.

What isn't normal is to have to call a ceo for the most basic information.
For a business to run without a license.
For a company action to take 7 months.
