In a normal stock, I'd agree with you.

For the GSEs, such a comment is bologna.

The only benefit to the Junior Preferreds is in the case where there is a wind up of the organization AND there is more than enough money to pay off all debts and senior preferred shares.

Highly unlikely situation.
