Welcome to the OTC.

Though the SEC can act, they rarely do unless the situation is much worse.

The concept is the SEC leaves it up to the exchange. So NASDAQ and NYSE can get tough on them and threaten delisting.

OTC? I think the rule is like 3 strikes and you are out.
