In the 10th “block” down on the page it says:
[Ruichang City]: Guo Xiaoyun
“April 17-18 visit the China Atomic Energy Research Institute, China with the River Co., Ltd., to visit Zhongji Ming Yang New Energy Technology Co., Ltd.”

Apparently, Guo Xiaoyun, is the Mayor of Ruichang City.
I’m not sure if his visit to ZJMY has any correlation with his visit the Institute or the River Co., but I did notice that Ruichang has been busy for the past few years with big infrastructure projects, using a private company called, Ruichang City Investment Co Ltd
