The 'filing' with OTCM IS bogus as there is not verifiable information to vet for shareholders and any brokerage will allow buys and sells on penny stocks if the fee is paid to trade.
OTCM is not an exchange, does not vet any information submitted to it's listing service.

As far as my experiences with fidelity goes, they never had a problem with buys or sells with illiquid or even volital stocks as long as I phoned it in or in person because most brokers won't let you do online trades with many pennies.

Any one know if the preferred dvme, if any, were going to get the same treatment? That is decided by the company and isn't a law that they have to be involved with the event.
