That's completely wrong, It has zero to do with trading "above the current ask", I don't know where that came from. The painting activity attempts to create an artificial price for a security by boosting its price substantially at market close, since closing prices are reported in the media. Since most "portfolios" are valued on the basis of their closing prices, market manipulators use this nefarious tactic to gain a higher market value for their holdings rather than their natural worth.
Regarding GTRQ specifically, on the Buy volume end of this stock there is repetitive manipulation in an attempt to prop up the dropping GTRQ pps, often 50-100% higher than the previous trade, i.e., Picasso's frequent paint jobs. GTRQ is a dark defunct SUB-PENNY stock with nothing more than manipulative paints to prop up the pps.
FYI, It is illegal to buy or sell a security for the explicit purpose of changing the stock price.
