I can't believe a ticker with no business and an inflated market cap is going to enjoy a successful promotional campaign after a 400% increase in the past few months.

One failed in May of 2013. Two others failed in August and November of 2014. The latest one to fail was in March of 2016. After the 1 for 2000 split back in September of 2016, Elituv issued a ton of shares which caused the MC to be so inflated. Now, I guess someone didn't sell as many shares as they'd have liked after the run from $.05 so they need to drum up a little excitement for the ticker.

I wonder how much they're paying for this promotional campaign?

You can lead a horse to water. But you can't make him get down on one knee and do an Al Jolson impression!
