A diluter can put stock on the ask or the bid. I don't understand your point. If I want to dump stock I can keep feeding the ask side. If I have a billion shares to dump I can keep dumping at .0002 and .0003 for ever.The PPS will never go up and all those sales are buys. Big Deal. I am still dumping and growing the float.
