Hey, TTT, thanks for the input.

The stem wall pour of some 60 years ago apparently had too little cement and too much sand. It almost crumbled under the drill.

I've set Red Heads in my work with Habitat for Humanity and know they work well but in this instance I will need something that grips the concrete down to about 4" into the stem wall.
