Your 'apps' downloaded to any device is just a software program period, like people have been downloading for 3 decades. The marketers wanted people to believe an magical 'app' was something special and different. Its 'Application' cut down to app.

You fell into that trap. It's not a special 'app', 'app' sounded different, scary even. I think you're correct that it's a windows program on your computer that needs to open and you're running in private or have a security setting where windows always asks for permission to run normal software. See if you can find a detail request in the pop up window next time and maybe there will be something useful there for you. A lot of times it's goobly gook by the geeks. They forget we're human and can read english if they use it.
