Gregg1 - In the 8k it says that a contract is drawn up with a "Hayes Parker" for the land. A search of the Pecos County Appraiser Site for that name yeilds three parcels.

4328 (A-7098)
13078 (A-4615)
1222 (A-7085)

Internet searches show that Hayes Parker was looking to sell the north 320 acres of the 4328 block at one point in March 2016

Hanks said he was driving around in that area looking for locations starting around September 2016.



It has been reported that MMEX intends to have 500 acres total. So its possible that Parker agreed to sell the more of the 620 acre lot instead of the north part, which makes sense since the railroad goes through the lower south east corner.

When will you close on the land for the refinery?
We can close at any time up to 180 days. We built quite a bit of time in there in order to finish due diligence. We’ve got to finish up some easements and things like that, so we wanted to build in some time. Other than that, we can really close at any time. We just wanted to know where we’re going to be, and anything else spins off of that with the environmental studies and the permitting.

It’s basically project financing 101. You’ve got to have the location. You’ve got to have the feedstock. You’ve got to have the offtake agreements. You’ve got to have the permits. And with that, there’s plenty of financing available


We’ve got two major power lines that come right through the property. That’s another significant factor for us. Power is readily available.



The 4238 lot does in fact have two separate power lines (visable from google earth) in the lower south east and the easements that Hanks references in the quote could very well be for the power utilities on the property as well as the railroad easement.

My best guess is that MMEX is purchasing Parcel 4238. The only discrepancy is the distance from town, which is not 20 miles, more like 10. I imagine they can build a spur to handle the tanker cars when the build the refinery
