The 4 month condition is just to protect themselves most likely. Otherwise they would have gotten a lower PPS. The way I read this is that Bruce and leadership are so confident that the PPS will continue to rise that he will risk a shorter lockout period. Frankly it doesn't take a rocket scientist to know the PPS will be much higher eventually between REC and Germany alone.
