Why can't Hanks just offer one billion restricted shares at $0.50 to investors that can't be sold in the market and we just pay cash for the refinery from the get go? Everyone here believes this stock will go to $0.50 anyways and with approved permits, building plans, environmental issues signed off and all filings kept up to date......why wouldn't it go that high or higher.
