Allegations are made all the time that are serious, and often it can be done with the intention to undermine or destroy. Proof, is the necessary thing, and this appears to be moving to settlement for a reason.

I don't think it's a matter of people not caring, it's a matter of whether it's a real allegation (the fact that Cognate exists and created the manufacturing and product, does not mean the allegation is true that funds are "syphoned"). Companies have subsidiaries that do things for them all the time.

Coca Cola has bottling factories in countries all over the world. They set-up, create much of the infrastructure for distribution, and derive a great deal of income from that relationship. Is Coca Cola "syphoning" shareholder cash away from Coke's shareholders? I haven't heard that one... But if someone wanted to go after Coke, maybe they'd make such an allegation, if they thought they could get paid.

Your allegation is not just hard to prove, it's dubious. It works to scare people when it's a penny stock that no one has ever heard of because, let's be honest, no one has ever heard of this company. But it's a tactic, with a particular intention, not necessarily intended to "protect" existing shareholders. It's quite dubious and destructive, in fact. And if it were really what you say, well, we have the court case and we'll see what happens. It looks like plaintiff will settle, which is not unexpected - as that would be a very hard case to prove, especially since all of the allegations were derived from fully disclosed documentation and because, ultimately, to see the stock appreciate, the allegation would make no sense. This allegation only makes sense to those who think the entire exercise is a fraud, DCVax is grapefruit juice, and all the shareholders are suckers ... in which case, coming to beat up on shareholders makes little sense as well...
