Smarty, I don't doubt anything you're saying. What I don't know is whether OWCP is putting trial results up for approval by an Israeli authority, or if it is even required if trial results are acceptable to the IRB there. I know nothing of the Israeli approval process, and am unsure if such approval is needed there, or if marijuana based products may be sold there in store similar to Green Cross stores here without specific approval of products.
